Job Description - Interim District Manager

Responsibilities

Responsible for the overall direction of Marin City Community Services District programs and services to include staff supervision and personnel management. Functions to insure continued level of adequate financing for district services and programs. At-will employee reports directly to the five member Board of Directors.

Duties

  • Take responsibility for the supervision and management of all staff personnel, both administratively and in the accomplishment of programs.
  • Take responsibility for the planning and development of the planned Marin City Community Center facility.
  • Take responsibility for the preparation and presentation of monthly reports to the Board, covering the status and progress of all programs including current and periodic financial reports as indicated by the Board.
  • Assist in preparation of policies to be voted on and passed by resolution of the Board of Directors. Implement Board-approved policies.
  • Receive input from any and all Board Directors and prepare agendas for all Board meetings.
  • Ensure meetings are properly noticed and that the District adheres to applicable laws including, but not limited to The Ralph M. Brown Act - California Government Code Sections 54950 et seq and the Public Records Act.
  • Be responsible for preparing professional Board packets for meetings.
  • Prepare and monitor annual operational budget.
  • Manage the District’s financial resources.
  • Drive the preparation of all proposals, funding or grant applications in conjunction with grant writers, the MCCSD Board, and other staff.
  • Advocate effectively on behalf of the District and in the best interests of Marin City’s residents.
  • Maintain adequate liaison with the Marin County Board of Supervisors and staff of the County of Marin, in particular the staff of the Redevelopment Division of the Community Development Agency.
  • Act as District’s business and purchasing agent by functioning to expedite the business of the Board, by contracting with various businesses and agencies as duly authorized under law.
  • Conduct periodic staff evaluations.
  • Conduct all other duties that may be assigned by the Board.

Title: The job title is District Manager.

Hours: 40 hours per week, full-time.

Term: At will.

Compensation

Salary of $62,400 per year. Vacations, holidays, and sick leave: Accrued and taken in accordance with the District’s personnel policies.

Qualifications

Minimum requirements include Bachelors degree, five years professional experience, and strong references.  A Masters in Public Administration degree is highly desirable. May substitute applicable work experience for education. Cultural sensitivity and experience working with diverse communities is a plus. Other desirable areas of experience include: fund-raising and grant writing, oversight of construction and management of facilities, reporting to a Board of Directors or equivalent; fiscal oversight; recreation program management for youth, adults and seniors; facilities maintenance and development; strong speaking and writing skills; a strong, positive, and patient style of leadership.

Description of Marin City

Located in southern Marin County, the Marin City Community Services District (aka the MCCSD, the CSD or the District) is one of about 300 multi-function special districts in the State of California. Historically speaking, when the United States entered World War II, Marin City was established on farm and pastureland between Route 101 and what is now the Golden Gate National Recreation Area as an instant multi-cultural community. Housing and stores were rapidly built to accommodate the influx of 6,000 workers and their families who emigrated from across the U.S. during the intensive three year Marinship shipbuilding effort on the nearby Sausalito waterfront. Many families who emigrated from the South to work at Marinship decided to stay on in Marin City after the war was over. These families still comprise an important core of our community as it exists today. Population changes over the past 20 years have found that Marin City remains as Marin County’s most culturally diverse community. The current population is over 3,000. The District is a governmental entity created by charter in 1958 under the jurisdiction of the County of Marin. The District is governed by a five member Board of Directors. Board members are elected to four-year terms during general elections every two years. The District is administered by the District Manager who reports to the Board. There are approximately ten part-time staff members that report to the District Manager, as well as some seasonal extra-hire employees. The chartered points of service for the Marin City CSD include: parks and recreation, street lighting and refuse removal. Currently all of our services except parks and recreation are contracted out. Recreation programs for youth, adults, & seniors, personnel management, and facilities management & development comprise a substantial portion of our District’s managerial focus. Among the many responsibilities of the District Manager, the envisioned development of a new multi-million dollar Marin City Community Center is often referred to as the most significant project the District is working on to help better serve our community in the future.
